PROPOSED RECOMMENDATION
To undertake a procurement exercise for the continuation of service provision for the cleaning of public conveniences in the areas of Harrogate, Malton, Skipton and Selby. This will form part of the review of the service with further potential for the areas of Scarborough and Richmond to follow on, this will however require further approval at a later date.
BACKGROUND TO SUPPORT THE RECOMMENDATION
The replacement contract that will include all public conveniences listed above and will replace current contracts in place that are either coming to an end or are on a short-term rolling monthly contract.
The current contracts cleaning NYC public conveniences are Healthmatic, Randle’s and Marsden’s. These we will look to procure through the YPO framework.
The new continuation of service provision for cleaning of public conveniencescontract will commence from 1 July 2025.
LEGAL AND GOVERNANCE COMPLIANCE
The procurement exercise will be undertaken by the Council’s Procurement and Contract Management Service, with a Gateway report considered in accordance with the Council’s Procurement and Contract Procedure Rules.
This is a key decision. The continuation of service provision for cleaning of public conveniences contract was entered on the forward plan in November 2024.
RECOMMENDATION
To procure a contract for the continuation of service provision for cleaning public conveniences for all public conveniences in the areas of Skipton, Malton, Selby and Harrogate from 1 July 2025 with an external contractor. This recommendation after further approval from management board and member approval will include the areas of Scarborough and Richmond.
